The author, as she drafts the sentences, is adding information that will provide background insight into the characters and situation. The sentence went from the reader knowing nothing besides a cost to knowing what the expensive thing is, who it's for, and why it's going to be so expensive.

The author is trying to add as many details as possible to present relevant and specific information that the reader needs in order to understand the story and the background of the characters.

This rewriting technique is useful to include any missing information which helps to make a story much more complete.
