because the width 6 times 2 is 12
the length 8 times 2 is 16
16 plus 12 = 28

28 inches is the perimeter. both short sides are 6 inches, the length of it would be 2 inches longer than that (so 8) and so you add up all sides (8+8+6+6) = 28
