It would be both A and B. The Marshall plan was created to give financial aid to most counties in Europe to rebuild after the war. In Western Europe, it not only helped them rebuild, but it also made America and capitalism look good against communism and was in a way, trying to make countries favor capitalism and democracy over communism. Even people escaping Eastern Germany would tell others the deplorable conditions under communism.
