The following answers are proportional:
64/16, 48/12, and 4/1
Please see the attached picture for the math that justifies why you can just multiply or divide 16/4 by a fraction that equals one. This will not change the value of the original number.

so
case 1)
64/16--------> 32/8-----> 16/4------> 8/2------> 4/1
the quantity (64/16) is
proportional to 16/4
case 2)
6/1 is not 4/1
so
the quantity (6/1) is not proportional to 16/4
case 3)
5/1 is not 4/1
so
the quantity (5/1) is not proportional to 16/4
case 4)
48*12--------> 24/6-----> 12/3------> 4/1
the quantity (48/12) is proportional to 16/4
case 5)
4/1 is equal to 4/1
so
the quantity (4/1) is proportional to 16/4
