The population of the town will be 4968 in 2005.
The first change is an increase of 15%. Therefore, we multiply it by 1.15.
4500 x 1.15 = 5175
Then, it is decreased by 4%. Therefore, we multiply it by 0.96.
5175 x .96 = 4968
