Explanation:
The dot/filled-in circle is on -4, so that's where we get that part of the inequality
The line is going to the left of -4 (going towards the negatives), so x is less than -4
The dot/circle is filled in, which means it is an "or equal to" symbol (in our case it's less than or equal to)
Put it all together: x ≤ -4
