$20/5 is $4, so for every increase in temperature, it's 4 (1°=$4). So 9*4=36. So your answer is B.

Let GB = gas Bill
Let Temperature = T
GB = k * T
GB = 20 dollars
T = 5 degrees F
20 = k * 5 divide by 5
20/5 = k
k = 4
Start again.
T = 9
k = 4
GB = ??
GB = k T
GB = 4 * 9
GB = 36 [Get a wood stove!!!]
