We multiply by 3x on both sides to get:
(7/9)(3x) = 4x - 25
21x/9 = 4x - 25, and simplify:
7x/3 = 4x - 25
7x/3 - (12/3)x = -25
-5/3x = -25, and multiplying by (-3/5) on both sides:
x = 15

Hope this helps!

\bf \cfrac{7}{9}=\cfrac{4x-25}{3x}\implies 7(3x)=9(4x-25)\implies 21x=36x-225 \\\\\\ 225=15x\implies \cfrac{225}{15}=x\implies 15=x
