Parallelism is the word "and". Repetition is "Two words diverged" if I'm not mistaken.

Frost obviously uses the word And at the beginning of some phrases multiple times which implies(to me) that he wants the poem to have the poem keep moving with new ideas. However, you should be aware that the poem was intended to be a joke.
