The Sky is low,

the Clouds are mean,
A Travelling Flake of Snow
Across a Barn or through a Rut
Debates if it will go.
A Narrow Wind complains all Day
How some one treated him;
Nature, like Us is sometimes caught
Without her Diadem.

I believe that the answer is C "a narrow wind complains all day"

I think that's the answer because after that line is said it continues to talk about nature and it sounds a lot different than just a storm that is happening. If you really read the poem over and over again and think about it, C and D make sense, but C makes more sense because nothing after that has to do with a snow storm happening.

It's just what I think but I hope that it helped :)
