60% of 90 = 0.6 x 90 = 54

Number of cookies Scott sold:

46 (Given)

Total number of cookies sold:
----------------------------------------------------
54 + 100 + 46 = 200
----------------------------------------------------
Percentage of cookies sold by Dawn:
----------------------------------------------------
46/200 x 100 = 23%
----------------------------------------------------
Answer: Dawn sold 23% of the cookies that were sold.
