This question refers to Antonio de Ulloa. Antonio de Ulloa was a Spanish general and the first governor of Louisiana. Before this appointment, Ulloa was a scientist, and he was a Fellow of the Royal Society and member of the Royal Swedish Academy of Sciences.
When he arrived to Louisiana, the territory had already been ceded by France to Spain. Ulloa made the decision of ruling behind the scenes. Therefore, he acted behind the previous governor Charles Philippe Aubry. Because of this, Ulloa gave the impression that he was weak, which eventually led to him being expelled from Louisiana in 1768.
