we know that

if two lines are parallel, then their slopes are equal

in this problem we have


y-1=4(x+3)

the slope of the given line is
m=4

so

with


m=4


point (4.32)

Find the equation of the line


y-y1=m(x-x1)

substitute the values


y-32=4(x-4)\\y=4x-16+32\\y=4x+16

therefore

the answer is


y=4x+16
