|-5x+10| < = 10

Either : -5x+10 < = 10 or -5x+10 > = 10

solving te 1st inequality :

-5x + 10 < = 10
-5x < = 0 and x> =0

solving te 2nd inequality:

-5x+10 < = -10
-5x < = - 20
5x> = 20
x> = 4

2 solutions : a) x>=0 AND b) x> = 4

For absolute value inequalities, you can split the equation in two parts.
|-5x + 10| ≤ 10 , and |-5x + 10| ≥ -10.
5x + 10 ≤ 10 5x + 10 ≥ -10
5x ≤ 0 5x ≥ - 20
x ≤ 0 x ≥ -4


So your answers are x ≤ 0 , x ≥ -4.
