To find percent change we need too compare the difference between the prices to the original amount as a ratio.
The difference in price is $50
The original price is $250
50/250= .2
.2 times 100 gives you a reduction in price of 20%

250/200 = 0.8 = 80%, 100% - 80% = 20%
