Federal Amendments are only made (in my opinion) if something terrible is going on often and/or if the government think it’s right to put out these laws for safety or for equality and fairness.

The constitution provides that an amendment may be proposed either by the Congress with two-thirds majority vote in both the House of Representatives and the senate or by a constitutional convention called for by two-thirds of the state legislatures.
