For the fraction part, could how many total spaces between the numbers then count how many spaced over to the pointer.

For #16, there are 4 spaced between 9 and 10. The pointer is pointing to 3 spaces from 9 so the fraction is 3/4.

For #18, there are 6 spaces and the pointer is at the 4th space. You can see that if you counted every 2 spaces as I unit, you would have a total of 3 spaces and the pointer is over 2 of those three spaces. That would get your simplified answer of 2/3.
