Answer:

Integer that represent position of star fish at low tide is +1 .

Explanation:

we are given

At high Tide star fish is 3 inches below the level of water.

At low tide star fish is 1 inch above the level of water.

Now if we take level of water as 0 on number line of integers then distance above the level of water represented by positive integers and distance below the level of water represented by negative integers.

So, At low tide star fish position represented by positive integer that is +1 as it was above level of water.

Therefore, Integer that represent position of star fish at low tide is +1 .

Before stating the answer, please note the following:
When measuring an object above or below sea level, we can use:
a. positive integers for above sea level,
b. 0 for sea level and
c. negative integers for below sea level.

Now for the given:
1- The position of the fish is 3 in below the sea level (at low tide), this means that the position of the fish is at -3
2- The position of the fish 1 in above the sea level (at high tide), this means that the position of the fish is +1

These values are with comparison to the sea level at 0
