Hamilton proposed for the states to combine their war debt from the Revolution and then everyone work to pay it off together. Jefferson, like most southerners disliked this idea, as most of the fighting and damage occurred in the North. What debts had been incurred in the war had either been paid off completely or almost were. The southern states didn't feel like they should have to pay another's debt. Hamilton also wanted to borrow money to help pay off old debts while the country was starting. He also wanted to start a National bank. Jefferson, as most farmers, disliked banks and loans. Many times the loans were called in and the farmer would lose his land.
To compromise, the creation of the capital would move into Southern states.
