The correct answer is pre-conventional stage of ethical development.

The Pre-conventional Stage include two stages, the first stage includes obedience and punishments, while the second stage includes the process of deciding what an action is good for you like a reward or something in exchange. Hemi is considered to be in the preconventional stage, since he always disregard the traffic rules, when there is no officers around, yet on the highway he is obedient, since there are a ot of officers watching, which is why he is afraid of getting punished.

pre-conventional stage of ethical development.
It is mostly exhibited by children, though adults can. Actions are perceived in terms of consequences they may attract, like how a child fears playing in the rain for fear of being punished.
