The angle of elevation and the angle of depression are the same. (They are alternate interior angles between the parallel lines of the ground and "horizontal.")
5(x -2) = x +14
5x -10 = x +14 . . . . . . . eliminate parentheses
4x = 24 . . . . . . . . . . . . add 10-x
x = 6

The angles of elevation and depression are both (6+14)° = 20°.
