Answer:

y= -3x + 5

Explanation:

m= (y2-y1)/(x2-x1)

m= [8-(-4)]/(-1-3)

m=12/-4

= -3

y= mx + b

-4=(-3)(3) + b

-4=9+b

b=5

therefore, y= -3x+5
