Explanation:

Pythagorean's theorem,

Hypotenuse² = base² + altitude²

23² = 21² + 9²

529 = 441 + 81

529 ≠ 522

As 9 , 21 , 23 doesn't satisfies Pythagorean theorem, they are not Pythagorean triple
