The answer is 20 because 7/10 campers make an average of 8 paintings but 3/10 campers make an average of 12 paintings. Now if you add both averages together you get 20.

the 7 out of ten adds up to 56 the last 3 add up to 36 which equals 92 divided by ten is 9.2 average
