This would all be known to be "the collective action principle". They would have rather have the data and etc be passed through Americans with disabilities act of 1990 to adopt uniform standards across the states mainly because they thought that it would practically be a lot faster than leave it to the individual states to determine how to increase access to public buildings for the disabled. They figured that if they were to do it the way that they did not, it would have a long process in this part, and eventually things would not succeed. And therefore, that would be the reason why it was known to be "the collective action principle".
