There were a variety of rulers (Kings and Queens) during the time of northern and southern colonies, of which the colonies were not decreed as to what type of colonies they had to be (farming or industrial) as colonies were made prior to industrial error and for the most part all they cared for was for the colony to thrive regardless of what type of economy it was.
