The cities/states need to develop plans early on for climate change as it could have a major effect on the growth of a city and could also result in several losses if not taken care of on time.

Step-by-step explanation:

Taking the example of the increasing temperature, changes in precipitation etc. due to the global warming causing agricultural losses for the city. Also due to increasing temperatures there ae high chances of wildfires, forest fires etc. Due to change in temperature rainfall increases and thus more chances of having storms and floods which results in loss of property and lives. And as water is becoming scarcer in many of the regions it thus possess a high risk of droughts in the region. So to prevent all these situations plans need to be developed beforehand to deal with them and reduce the losses as much as possible.
