By giving military commanders the authority to determine when, where, and how long a person needs to be detained, President Roosevelt is assuming the internment of American citizens will be difficult to justify. very few Japanese Americans will actually need to be interned. Japanese Americans pose a serious threat against US security. all the commanders will move forward fairly and with sound judgment.
