I would say D, Prewriting, simply because you should know what your purpose of writing is before you create the first draft.

HOWEVER, if it is talking about the AUDIENCE determining the author's purpose, it would be A, presenting.

I guess you will be able to decide that since it is your assignment and you probably have more information.☺
