In the United States, both the House and the Senate operate under the guidelines of traditional parliamentary rules. However, the most important different between the rules for debate in the Senate and the House is this: however, in House debates all amendments must be related to the bill that is under consideration. In the Senate, this rule is only held for general appropriations as well as the budget bill,
