y varies directly with x, so we can express that as:

y/x = k

So if y = -6 and x = -14:
(-6)/(-14) = k
6/14 = k
3/7 = k

k is 3/7

So if y = -4, what does "x" have to be:

-4/x = 3/7
3x = -28
x = -28/3
