It would be C) Her mother glared at her.
You see, glaring shows anger or disappointment towards someone, therefore, using this in the sentence would most definitely create a sense of anger.

C. Her mother glared at her
can be the best option Because when someone glares at you they are upest at you no? so if you want to create a sense of anger it wouldn't be by looking or staring or glancing at her it would be Glare.
