I believe the statement that best describes what is happening during REM is that our brains are active but our bodies cannot move.  REM sleep is paradoxical because of its similarities to wakefulness. Such that although the body is paralyzed, the brain acts somewhat awake, with cerebral neurons firing with the same overall intensity as in wakefulness.
