I think it would be A. 20's.


I'm not quite sure why, but just common sense, sorry if it isn't convincing.

In this sentence, 20 is supposed to be plural (because there are multiple years from 20 to 29). Having an apostrophe would indicate possessive behavior, and 20 does not "have" or "own" anything in this sentence.
