Desmos graphing calculator should help with this kind of math. Pay attention to the lines. One is solid, one is dotted. The part where the blue and red overlap is your answer.

Its C because y>x-3 has to go through y=-3 and x=3. and y≥ 1 has to go through y=1 because theres no x in the equation for y≥ 1.
