What is a main reason why the scientific model of atoms is considered a theory rather than a law

I'd say because the scientific model of atoms is complex with many component parts that explain WHY things happen -predictions - and per definition of a theory, it's likely to change as the body of available experimental data and analysis develops. Laws are finite, stating and explaining things definitively; there's no changing the law.
