That Athenian democracy favors the majority of the people (the "demos" in Greek) -- not just elites. It allows equal justice and the rights of citizens to persons of all social classes.

Pericles pointed to the ability of Athenians to work together for the common good rather than just each individual vying for his own advantage. And they did so out of their own free will, not compelled to do so.
