The pun in the passage is "lies"

The head of the statue "lies" (rests) half buried in the sand. Its face is one who was in command, mean and aggressive looking. This expression "lies" (tells an untruth) because the head is detached from the body of the statue which means clearly that face is not "in command" any more.
