The inequality is 3y-2x=13

As shown in the attached graph, the shadow area is the inequality includes points (-2,3), (1,5) and not containing the points (-1,2)(4,4).

( The basic property of inequality :

when x = -1, y = 2, 3y-2x= 8 <13

when x=4, y=4, 3y-2x= 4 <13 )
