Rewrite it in the form
.. (x -h)^2 +(y -k)^2 = r^2

The radius is r.

If the x-term is 4x and the y-term is -6y, then (h, k) will be (-2, 3). We can't see the whole equation, so we aren't sure exactly what you have.
