Note that 1 mL is equivalent to .001 L
8,456 mL ⇒ 8,456 * .001 ⇒ 8.456 L
Therefore no, no 8456 mL is not greater than 9L. In actuality it's less than. Atmost when you round, you get equal to (8.456 -> 9), albeit that's still not greater than.

There are 1000 mL in one L. So, 9L = 9000mL. Therefore, no
