It allows for you to get either positive or negative feedback about your paper along with critiques about certain aspects of paper that may need to be changed or edited prior to giving your teacher either your 2nd or final draft for a grade. Its basically a critique that allows you to fix things that your peers see wrong with your paper before the teacher receives the assignment.
