Yes it is a function because in a function all values of x have exactly one value of y.

Explanation:

We can say that the relations which were given for differents x,y's values is part of the same function because a function only allows having a x value for each y value.

At the same time, in a function, if we have the same y value for two differents values of x, it's ok. Like in the problem:

x, y

-1, -2

6, -2

It's permitted.
