The area of the target is A = LW = 100 cm * 100 cm = 10,000 cm^2
The area of the circle is A = (pi)r^2 = 3.14 * (25 cm)^2 = 1962.5 cm^2
The circle as a percent of the target area is 1962.5/10,000 = 0.19625 = 20%

The circle is 20% of the area of the target, not 2%.
The statement in the problem is false.
