The second hand would be negatively charged. Because there is more negative than positive.

The correct answer is option b

In the given figure there are both positive and negative signs drawn on the hand. Figure b has more of the subtraction sign as compared to that of plus sign.

The negative charge can be defined as the charge which gets attracted towards the positive charge and gets repelled by the negative charges and vice versa.
