The second mixture is more concentrated in terms of the solute or salt content compared to the first mixture where they have the same volume of solvent (the water). Moreover, the salt of the first mixture dissolve much faster compare to the second mixture where it needs more time to completely dissolve the salt, which is twice in quantity of mixture one.
