Why did Dulles believe that brinkmanship strengthened U.S. foreign policy

He believed it did so because brinksmanship policies usually led to the Brink of a war without actually having the war begin, where usually the Soviets would back down first, like a game of chicken. US would be stronger in its foreign policy because others would see that the Soviets were weaker and not prepared to enter a war.
