All people who are citizens of the United States are free to have Constitutional rights. This is independent of one's skin color, but if someone is not a citizen of the United States, they do not necessarily have all of the rights given by the Constitution.

Answer:

What the court says concerning the status of "free" blacks living in the United States is that they are not citizens, and have no right to petition the court.

Step-by-step explanation:

When slaves became "free" in The United States of America, they did not have the same rights as the other citizens, they stopped being property of the people who they worked for, but even when it was stated that they would be free citizens with all the rights as the others, society and law were not applied the same to them.
