The correct answers are that the city-states, or also known as polis, first started to make progress due to the fact that the individuals who had legal rights or power create rules and regulations (laws) to fight-off the problems they were encountering. The cities were made up of an acropolis on a hill and the part of a city neighboring the hill. Politics progressed since the polis and was reigned by the aristocracy.
