I believe it is ¨there is a shortage of 2,000 bikes¨ because if they demand 8,000 bikes but only make 6,000 bikes there is a shortage of 2,000 bikes

In economics, the relationship between supply and demand in which there is greater demand than supply of a product is called shortage.

In this case, there is a demand that exceeds in 2,000 the number of bicycles produced, therefore there is a shortage that corresponds to 2,000 dissatisfied consumers.
